The LTF Compost Subcommittee was formed by the Riverside County Local Task Force (LTF) to address a request by the Riverside County Board of Supervisors to provide better oversite of Riverside County Compost facilities, so that they do not receive too many complaints by local citizens. This came to the Board of Supervisors attention when the County was forced to intervene in a complaint in a compost facility in Coachella Valley, and were eventually forced to close the facility, clean it up and seek cost recovery from the site owner and/or operator.
The Board of Supervisors are hoping that some form of "ordinance" or "best management practices", once drafted and adopted by the County, would mitigate against this occuring again, even while building and commissioning more compost facilities in the County, to help California achieve it's 74% Recycling Goal.
