SWANA SB1383 Webinar Recap:
- Jurisdictions / Haulers thought SB 1383 programs would be heavily supported by the commercial accounts (both financially and in terms of foodwaste quantities), but due to COVID the commercial side is uncertain and unreliable.
- “Easiest” way to comply with SB 1383 now is to focus on residential accounts and allow foodwaste to be co-collected with greenwaste
- Air permitting for composting facilities has been requiring an average of two years or more to get through the permitting process with the local air district.
- Be prepared to negotiate with the local air district on permit conditions.
What does this mean for ACP members?
- Greenwaste-only composting facilities will need to revise their permits to accept minimal amounts of foodwaste. Estimated foodwaste co-collected with greenwaste in residential programs has been 2-5%.
- Air permitting process is becoming more extreme. Engage with the local air district early and start now if your facility wants to play a role in SB 1383’s diversion mandates coming Jan. 1, 2022.
